Elected Routt was first elected as County Superintendent of Schools for Routt County, Colorado in 1896. She ran for re-election in 1897, but was defated by Independent candidate, Adelia S. F. Barnard. Barnard then taught school, raised her family and cared for her ill husband who died in 1912. five times, Peck ran for the office again and won in 1914, 1916, 1918, and 1920. In articles about historic Colorado, Peck is described as a dynamo --efficient and creative and is credited with building the school system of the geographically large county of Routt, Colorado. She organized a literary society, started the Routt county teachers association, and brought the first teachers institute to Steamboat Springs. Peck's political affiliation is not known but her husband was a Democrat though the county was primarily Republican. She died in California where her daughter lived, in 1947.
