Lillie O. Baker, a Republican, campaigned for the office of County Superintendent of Schools for Pueblo County, Colorado in 1912. She was defeated by her opponent, Edith M. Bailey. Baker ran again two years later and won the race. She was re-elected in 1916, 1918, and 1920. Baker was re-elected to the office again in 1924. Baker was a member of the Colorado Educational Council. She was born in 1866 in Missouri. She resided at Pueblo and was married to William H. Baker.
