Harriet ("Hattie") Noble was elected to the Idaho State House of Representatives in 1898. She had been active in Democratic Party politics. She served one term. While in the legislature she was a member of the Committee on Enrollment and Public Health. Her policy issues included prison overcrowding and the need for road construction. 
Noble was born in Iowa Territory but moved with her family to California at the age of two. Her father was a gold prospector and saloon keeper. She moved frequently as a child. In 1867 she joined her parents in Idaho City and taught public school. She married William B. Noble in 1875 when she was twenty-seven. Her husband was twenty-five years her senior. In this year she was also elected (presumably by the members) Engrossment Clerk of the Legislature, a clerical position that was based on personal popularity with members of the legislature. She gave birth to four children. In 1889 her husband was paralyzed and she took over the successful family business.
