In 1888 Amanda Belle Spear, always known as Belle, was elected County Superintendent of Public Instruction for Rawling County, Kansas. She was born in Ohio and moved to Kansas at an unknown date. She married to Cyrus D. Anderson on June 10, 1891 after serving as superintendent. They had two sons. When Anderson died in 1917, Belle may have married Lewis H. Border.
