In 1911 Emma I. Rooksby was elected to the School Committee in the forty-second ward of Philadelphia. She was nominated by the Democrats and the Keystone party. Rooksby was an officer for the Philadelphia branch of the Woman's Home Missionary Society, an organiztion sponsored by the Methodists.
