In 1898 Dr. Rachel Skidelsky was a Prohibition party candidate for School Director of the fifth ward school committee in Philadelphia, Pennsylvania. Skidelsky, a Jewish Russian immigrant, was a physician who trained at the Women's Medical College of Pennsylvania, and graduated in 1894. Within a few years Skidelsky became president of the Health Protective League, dedicated to the health of the Jewish residents of South Philadelphia through cleaner water, streets, and dwellings. She also worked with the Hebrew Ladies Emergency Society
