Elaine Kinder was a Republican candidate in the primary race for County Superintendent of Schools of Big Horn County, Wyoming in 1916. She won in the primary against the incumbent, Ruth M. Donaldson. Kinder was elected to the position that year. Before running for office Kinder taught school in South Dakota, Iowa, as well as in Big Horn County.
