Luella B. Johnston was the first woman elected to the City Council of Sacremento, California. She was one of five progressive candidates elected in 1912. Johnston had helped form a coaliztion supported by the Women's Council and the Municipal Voters League. While in office she "focused on education, flood control, street lighting, parks, playgrounds, libraries, cultural facilities, utility rates, and advancement of city morals." Her reform agenda was opposed by the local political machine, local liquor interets, and the powerful Pacific Gas and Electric company. Johnston lost her 1913 bid for re-election.
