Bridget P. Downey, the Democratic, was elected as County Superintendent of Schools for Silver Bow County, Montana in 1898. Downey challenge the authority of the State Superintendent of Instruction when she independently called for a teacher's training institute in April, instead of September. County teachers and authorities appreciated her efforts and judgment. Downey ran for a second term in office as an Independent Democrat, but was defeated by Mary Mullins a fusion candidate. After her defeat Mullins returned to school teaching in the county.
