Julia C. Hart was elected County Superintendent of Public Schools for Buffalo County, South Dakota. She served two terms from 1914 to 1918. Hart was the Democratic Party candidate in 1916. She a second-generation Irish-American, born in South Dakota. In the twentieth century she became a business woman, owning a local restaurant and then bakery.
