Lilian Blythe, the Citizens' party candidate, was elected as the Town Clerk of Montrose, Montrose County, Colorado in 1896. This was a one year position. Blythe ran for another term the following year as the candidate for the Citizens party and the Peoples party. She was elected additional terms in 1898 and 1899, also as the Citizens candidate. However, in 1900 Blythe, running as an anti-saloon candidate was defeated by opponent Laura Keeling, who ran on a platform to license saloons. In Montrose that year, all the anti-saloon candidates were defeated by their opponents who supported licensing instead.
