Bertha W. Lockhart, a Republican candidate, was elected as the County Clerk and Recorder for San Juan County, Colorado in 1899. She served for two terms. Her husband, Ollie Lockhart, had previously served in the office. During her first campaign it was noted that Bertha had worked along side her husband during his term in office, learning all about the duties of the Clerk and Recorder. Lockhard declined to be renominated for the office in 1903. Two years later she married politician Thomas Annear.
