Effie Richards was the Socialist candidate for County Superintendent of Schools for Montrose County, Colorado in 1910. She did not win the race, receiving less than ten percent of the vote. Richards was a violin instructor in the county and often performed at local concerts. The after the election Richards married William Rowley.
