Frances C. Mayhew was the Democratic candidate for County Superintendent of Schools for Gilpin County, Colorado in 1908. She ran against two other women that year, Mary E. Mattews and Minnie L. Bates. Mayhew had been a teacher for several years in Nebraska. She retired from the office of County Superintendent in 1911.
