Carolyne M. Webb was elected as the County Superintendent of Schools for Sacramento County, California in 1914. Her "progressive spirit" increased the physical education programs in the county, initiated school buses for rural students, and encouraged student enrollment in local farm clubs. As Webb encouraged schools to take on education that had previously been left to students' homes, Sacramento County was considered a model for the state. Webb was elected to another term in 1918.
