Justine Whitney
Justine Whitney was elected County Recorder for Orange County, California in 1914.  She served in the office until at least 1936, and considered one of the most prominent officials in Southern California. In 1936 she faced embezzlement charges and grand theft for neglect to settle her accounts. Whitney claimed that monies loaned to local attorneys and business had not been repaid on time.
