Anna Porterfield was elected as County Superintendent of Schools for Mendocino County, California in 1914. As the new County Superintendent Porterfield became embroiled in California politics. A new law required that all state and local government employees be U.S. citizens. One of the teachers in Mendocino County, Katherine Short, was a Canadian citizen, who demanded that she retain her job and be paid back wages. Porterfield had to refuse payment of salary until Short's case was settled.
