Dr. Minora E. Kibbe ran for school board in the San Francisco area in 1908. In 1914 she ran for the state assembly in Oakland, California. Kibbe practiced Health Care and Medicine in Oakland and San Francisco, working at the Chinese Clinic. She had been educated at Stanford Medical College and Johns Hopkins. Kibbe was active in reform efforts, having served as the president of the local Woman's Christian Temperance Union and the Civic League.
