In 1910 Mary E. Foy was a candidate for the Annandale, California School Board. Suffrage activist and lawyer Clara Shortridge Foltz spoke at Foy's last campaign rally before the election. One newspaper article reported that Foy lost the race by one vote. Foy was also a Democratic Party candidate for Presidential Elector in the California Presidential Elector primary election in 1912, and again in 1916 and 1920. She was an educator and prominent resident of Los Angeles, serving for several years as president of the California Women’s Democratic League. She also served as the secretary of the Votes for Women Club in the city and was the first City Librarian of the LA Public Library. In 1934 Foy ran unsuccessfully for Congress from California.
