Ethel Higinbotham, a Democrat, was elected Pitkin County (Colorado) County Superintendent of Schools in 1912, 1914, 1916, and 1918. In 1916 she defeated the Republican candidate, Mrs. Moore. Higinbortham was born in Nebraska in 1881. She lived in Aspen and was active in her community. During WWI, she served locally as a member of the National  Woman's Liberty Loan Committee, raising money for the war effort through the sale of bonds. The U.S. Census is unclear as to whether she was married to Herbert New.
