Luper ran an unsuccessful campaign on a Republican ticket in 1920 to be the Commissioner of the Public Service Commission of Oregon for the Eastern Oregon District. In her platform, she said that she wanted to make public utilities more efficient, ensure fair rates for railroads, telephone, electric, water, and irrigation companies, and ensure sufficient cars to transport products from Eastern Oregon. Luper worked in the Oregon State Engineer's office.
