In 1916, Estelle Flowers, a Republican candidate, ran unsuccessfully for the office of Larimer County, Colorado schools superintendent. She was defeated by Emma T. Wilkins who ran on the Democratic ticket. Flowers was born in Canada and came to the United States as an adult in 1901.
