Sarah A. Howard ran for county recorder in Davis county, Utah in 1900. When she ran for a second term in 1902 and won the race against Elizabeth Brown, her Republican colleague. Howard ran again in 1904, but lost that race to Sadie Foss, the Republican candidate.
