Brooks, H. E.

H.E. Brooks was the Prohibition Party candidate for State Superintendent of Public Instruction in Kentucky in 1903. When nominated at the party's state convention Brooks gave a detailed speech about the duties of the state superintendent to protect and educate children about the dangers of alcohol. Brooks was active with the state Woman Christian Temperance Union.
