In 1883 Caroline A. Berger was nominated by both the Democrats and Independents for a School Director on the school Committee of the Twenty-Fourth ward of Philadelphia, Pennsylvania. Twenty years later she was elected to the School Committee for the Twenty-ninth ward and served from 1906-1908.
