In 1897 Mrs. Anna M. Strain was elected mayor of Jamestown, Cloud County (Kansas), along with several women council members. The town had been looking for a way to enforce liquor laws without success and thought that a woman's political ticket might do a better job. Strain was an active member of the Woman's Christian Temperance Union. The women tried various approaches, including legal action, but it is not clear that they succeeded.
