Nellie Tulley, a Democrat was the County Treasurer for San Juan County, Colorado in 1899. She served for two terms. Although there were claims that Tulley was the only County Treasurer in the U.S. that year, Bertha Bicket of Lane County, Kansas was also elected. Six other women had been elected to the office between 1896 and 1898. In her bid for re-election in 1901, Tulley was endorsed by both the Democrats and Republicans.
Tulley was the sister of the Deputy State Treasurer Thomas Tulley. In 1902 Nellie Tulley married S. D. Cunningham.
