Lucy Jane Phillips served as deputy clerk of the district court of Woodson County, Kansas from 1903 to 1911. In 1908 she was the Republican candidate for the Clerk office. 1910 she was elected as Clerk of the District Court in Woodson County, and in 1912 was the incumbent.
