McKay, Rosa
Rosa McKay was elected to the Arizona Assembly in 1916 and 1918. In 1920, she was one of the women in the Assembly who introduced the bill to ratify the Nineteenth Amendment. She introduced minimum wage legislation as well. Initially, she faced opposition to the measure in the Assembly, but the bill eventually passed with three dissenting votes. The bill included penalties for non-compliance.
