In 1916 Ruth V. Sumner was elected County Recorder for Dallas County, Iowa. In June of 1920 Sumner was the Democratic candidate for Iowa Secretary of State. She came in third in a field of three candidates. Sumner was the only female candidate for a state office in the summer elections. That year Sumner also served as Delegate to Democratic National Convention from Iowa
