In 1890 Harriet D. Cushing was a Republican candidate for the City Council in Leavenworth, Kansas. She did not win the race. Cushing was active in community issues, including founding a local women's club. She was also the publisher of a local monthly newspaper, the Home Record, also known as the Home for the friendless.
