In 1911 Bertha Fowler was a Democratic and Keystone parties candidate for School Visitor for the thirteenth ward in Philadelphia. Fowler was a educator and missionary for the Methodist church. She was superintendent of the Deaconess Home and Settlement in Philadelphia from 1904-1914.
