In 1916 Dr. Elizabeth Baer, a woman suffrage supporter, was the Socialist party nominee for Congressman-at-large from Pennsylvania. As part of her campaign she promised, if elected, to improve healthcare, especially for women. She was not elected. During World War I, Baer had her license to practice medicine for three months because of "seditious utterance" against the war. She was later convicted of violating the Espionage Act of 1917 for distributing anti-draft literature published by the state Socialist party.
