Eva L. Bailey was an independent candidate for County Superintendent of Schools for Snohomish County, Washington in 1900. She received just over twenty-three percent of the votes cast, but lost to the Democrat candidate, Rainie A. Small. Six years later Bailey was elected to the position and served for two terms.
