Frances Prager was a candidate for the Spokane, Washington School Board in 1909. Prager was consider the "Labor Candidate" and was supported by local city women's clubs. Prager had previously been elected to the School Board in Portland, Oregon, after years of teaching in that city,but did not win a seat on the school board in Spokane. She was born in Germany and immigrated to the United States in 1869 at the age of seventeen. Prager belonged to several charitable organizations including the Ladies Hebrew Benevolent Association of Spokone, where she served as a trustee. Working to provide female matrons for the city prisons was one of the reforms for which Prager was outspoken. She was also known as Mrs. H. M. Prager.
