Harriet S. Lee was elected as County Superintendent of Schools for Yolo County, California in 1914. Lee was a teacher for many years in the county before her election as County Superintendent. In 1909 she was instrumental in the campaign in the California legislature to have Mother's Day declared an official state holiday. Lee was elected to a second term in office in 1918. In 1920 Lee was slated to be a delegate to the Democratic convention in San Francisco. Six years later Lee refused to stand for re-election because of the inadequate salary for the office and lack of secretarial support. Yolo County eventually honored her by naming area middle school after her.
