Emma M. Herey was elected County Superintendent of Schools in Arapahoe County, Colorado in 1898. In 1901 Herey was elected again and won by a plurality of over 2,000 votes against her opponent another woman. In 1901 part of Arapahoe County became Denver County, and Herey was elected to that position.  However, there was a legal dispute in the state over certain county offices in the new Denver County. Herey defended her right to remain in the office until September of 1905, when the courts ruled that various officers elected in the 1901 race were not valid.. Herey was born in Ann Arbor, Michigan, where she graduated from the University of Michigan-Ann Arbor in 1894. She was a writer and a member of the Women's Press Club in Denver. In 1905 Herey married Frank D. Meyer, and thereafter sometimes used the name of Herey-Meyer.
