Mary L. Bailey was elected County Superintendent of Schools for Webster County, Kentucky in 1905. She was the first woman in the county elected to the office and served for one term. In her report to the State Superintendent for 1907, Bailey noted that salary increases for teachers in her district meant that more teachers were retained.
