Ella Moffatt was the Prohibition Party candidate for State Superintendent of Public Instruction in Iowa in 1901. As president of the Albion Woman's Christian Temperance Union, Moffatt delivered a petition to Congress for prohibiiton. She also served as the Superintendent for the Franchise for the WCTU in Iowa.
