Repubucan Carrie C. Holly was one of the first women to serve in the Colorado House of Representatives. She was elected in 1894, the year after Colorado women won full suffrage rights. She served one term, representing Vineland, Pueblo County. She was thirty-nine years old at the time of her election, and had previously been president of the Pueblo County school board. While in the legislature, Holly drafted more than a dozen bills. A particularly controversial bill proposed raising the age of a woman's sexual consent to twenty one.
Holly was born in New York City and lived there until she moved West in 1889. She studied law with her husband, Judge Charles Holly. They lived on a ranch at Vineland with their two daughters.
