Brown was elected to the Connecticut General Assembly in 1920, shortly after the Nineteenth Amendment was ratified. A few years later, she was elected to be the New Haven County Commissioner. Brown served on the Board of Directors of the Naugatuck Chamber of Commerce and was a member of the Naugatuck Board of Education.
